Monitoring and Evaluation is an important set of
assessment process that enables the programme implementers and the
relevant stakeholders in the field of development to judge whether
the programme and its intervention are on the right track to reach
the set goal. Hence, Monitoring and Evaluation is critical on way
to assess the impact and outcome of development interventions and
draw lessons to facilitate the future interventions in line with
those.
NGO Forum facilitates monitoring considering it as
an essential tool for its programme management to measure the
effectiveness of WatSan programmes both on quantitative and
qualitative aspects. The effective facilitation of regular
monitoring also enables the Forum management take necessary
corrective measures on its programme interventions at the right
time.
Based on its programmatic approach NGO Forum
follows a participatory monitoring method. This participatory
monitoring method is conducted in three levels as follows:

With a view to assessing the progress of the programmes properly, NGO Forum facilitates the monitoring system integrating the software and hardware issues in the monitoring package in line with the Forum’s programme facilitation. Under the monitoring package Sanitation, Water Supply, Training, and Information, Education and Communication (IEC) – these four areas are considered as the major components to assess the overall progress and effectiveness of the programme.
Both qualitative and quantitative methods are used in the data collection process. Different participatory methods i.e. interview, observation, spot visit, pocket voting, mapping, etc are applied as the assessment tool at the field level. As a part of the monitoring process the respective partner NGOs primarily collect the data being supported by the VDC members. The collected data are verified by NGO Forum’s Regional Office through spot/cross checking. The collected data are finally processed at NGO Forum’s Central Office with the help of the computerized monitoring system while the final result is published quarterly.
